The relics/charms make a huge difference to greens, i am losing nearly 800dps from swapping out my green relic'd armour and bow for a complete purple...

Found a green text +2 to all skills and +26 to strength amulet with my 65th level Spirit/warfare char.

Yes, you can get the cuffs from the medusas. With +1,+2,+3 to skills depending on the level of difficulty you are playing.
