Doom bolter - duergar problem

So, I walk up to the duergar who makes the Doom Bolter, have a high Intelligence and thus understand the thing well, but he doesn't give me anything. Is this a bug or what?

I wouldn't bother too much, the copy you get for helping is not that great compared to the original.
