I don't think you actually do anything with the power stone. Did you try simply clicking on the portal?

Clicking on portal did nothing. Waited until not in fight mode and still no response. Went to an earlier save and may retry. How did the portal respond when you approached it?
Sorry, it's been long enough since I played that I don't remember exactly how the sequence works. Maybe somebody who has gone through it recently will comment.

It's been a month since I played the Witcher but I do remember that after clicking on the portal, all I did was walk towards Azar Javed and his goons. Only then the portal was activated and your allies appeared.
