Haer'Dalis / Raelis Shai are gone

Haer'Dalis / Raelis Shai are gone

Hey guys,
after many years I'm playing bg2 again and I've installed a few mods(Tactics, Ease of Use, Item Upgrade, Quest Pack etc.). After I freed Haer'Dalis I did the unseeing Eye quest. When I went back to the bridge district to travel to the planar prison all the actors including raelis and haer'dalis were gone. In my diary there is an entry that says that I should come to the 5 flagons asap. Here are some of the Global Variables I thought might be important:
HAERDALISFREE 1
HAERDALISGEMQUEST 20
HAERDALISHAVEGEM 3633755
HAERDALISPLOTSTARTED 1

The only time that's happened to me was when I screwed up the dialog with Raelis Shai, I was able to go to the previous save and get it right. If that's not possible then you could try the console command
CLUAConsole:MoveToArea("AR0516")

Hey, yeah I had the same idea. Strangely though, the console isn't working despite I entered Debug Mode=1 in "Program Options". But I think one of the mods changed the baldur.ini file, since it looks strange compared to a couple of years ago when I played the last time. Is that possible?

I'll attach my Baldur.ini file, back up yours, then try using mine. Note that I did a full install, if that makes a difference.
