Howdy,
My 4th level paladin has 2 points in bows, and currently has 2.5 attacks per round with a normal composite long bow.
My 5th level fighter has 2 points in crossbows but only has 1.5 attacks per round with a normal heavy crossbow.
My 5th level thief has 1 point in bows and only has 1 attack per round with a normal short bow.
Why the discrepancy? Does the extra 1 point in the skill give the paladin that extra 1.5 attacks per round over the thief? How come the fighter doesn't have that many attacks?

Reading the manual and the in-game descriptions should answer your questions.
Bows grant 2 base attacks per round, crossbows only one.
For having 2-4 points in a weapon type you get an extra half attack per round.
So your paladin has 2.5 attacks per round with a bow, the fighter 1.5 with a crossbow and the thief 2 with a bow.
I guess the reason for only 1 attack is displayed for the thief is that he doesn't have the short bow and arrows equipped (or it's a special bug which only applies to you).
