how to gain access to this place?

If I'm not mistaken, that place is behind a secret door in the sewers under the Temple District. That door is locked. You will find a nondescript key in the dungeon that contains the dragon Firkraag, or however it's spelled. I can't remember the map location, but it's the same place where the dryads live who are wanting the acorns that you got at the beginning of the game. You can get the Firkraag quest from some lordly guy at the inn in the Slums district.
The key doesn't say what it's for, so you might have been tempted to throw it away. If you did, just cheat yourself over the locked door in the sewers using the Jump command (CTRL-J).
That place is full of mind flayers, so prepare for some pretty difficult battles. Fun, though. Worth doing.

The key that opens the locked door, is called Sewers key and is owned by Tazok, Firkraag's second in command.
However, I think this screenshot isn't from that area, because as far as I remember, there are no Sahuagins inside.But I don't know where is it from.

As I already said, I've beaten the games for hundred times over and over and I really don't recall this area, it's also strange that there's no pathway leading to the left.Maybe it appears in some asylum tests, of this I'm not sure.And as far as I know, Sahugains appear only in Sahugain city and in The sphere.

No, that doesn't look like Mind Flayer architecture. I think it's safe to say that this is one of the pre-release shots of things that never made it into the game.

You are correct Aran, it is an are in the Asylum, AR1510 to be precise I believe. I haven't got a clue which is the 'wrong' answer that gets you there, but it's only a brief visit, chop up the fishmen then it's silly question time, and on to the next area.

The wrong anser in the asylum leads to a triangular room that is similar to the area N of Lavok's control room in the planar sphere. I have never seen the area pictured in the original post. I think the earlier suggestion that it was abandoned by Bioware is probably correct.
