The cheapest house you can get - and you don't need to ask any city ruler for it - is on the Waterfront of the Imperial City. Just go the Imperial Trading Company 'shop', sweettalk the lady into liking you, and ask her about the house. It is a one-room shack costing 2,000 gold, and you will need to buy furnishings for it it from Three Brothers, a shop nearby.

Or, if you want a really good deal, and have 5000 gold, there's the manor in Anvil. It's a pretty nice medium-sized house, it comes with a quest, and once you've completed the quest, it gets upgraded with furnishings for free.
If you are on PC though, I highly recommend the Imperial Furnishings mod, just because you can buy candles there, and said house benefits from additional lighting.
Honestly... I don't get it.... everything in Oblivion moves, especially items you want to have stay still, but yet, you can't lift up candles... Go figure...

You can get it here :)

If you are looking for lights, I'd also suggest:
