From the manual, the requirement for this feat is:
1. weapon focus
2. base attack is +4
However, I am playing a multiclass F/S/RDD and right now, I am at
F 1 level
S 6 levels
and base attack is currently +4
I am about to level up. But when I choose F, the above feat (weapon specialization) is not available. How do you explain it?
Note: weapon focus is long bow. BTW, this multiclass is quite fun so far.

Correct.
Weapon Specialization is only available through taking Fighter levels from Fighter level 4 onwards.
This means having at least 4 Fighter levels and taking a non-Fighter class at character level 6 (which grants a feat) do not (at least from my memory) give the option for Weapon Specialization to you either.
Note: I think it's a good idea for characters going into epic levels, but we all vary in build preference... you might want to consider holding out Fighter level 4 and Weapon Specialization all the way until level 24. Then you can gain Fighter level 4, take Weapon Specialization (character level feat) and Epic Weapon Specialization (Fighter bonus feat). This mandates taking Epic Weapon Focus at level 21. This would mean no +2 damage per hit up until level 24, but it does mean 1-2 less Fighter levels in favor of another class. This comes to mind for classes like Champion of Torm, any spellcasting class and/or even Monk levels.

you get a bonus feat at F4 which you may use for WS.
Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.

Well, if it takes 4 levels of F to get +2 damage, then it doesn't worth the trouble.
BTW, I have the manual in front of me, and it still read:
"Prerequisite: fighter with base attack bonus +4. Weapon focus in the chosen weapon type."
Does that implies in any way, 4 levels of fighter.
