Later in the game, you get the possibility to be trained to use Power Armor. Won't spoil when that happens, as it has connections to main plot. But you will, so just be patient.

Gunny in the Citadel will train you. You'll gain access there only later in the main quest.
The problem is that the people with the most ridiculous ideas are always the people who are most certain of them.
