Does anyone know a source for a healer's kit or can one construct a healer's kit?

Construct? I don't think so.

Several places have a few Healing packs (Usually, if they don't stack, it's all they have).

Innkeeper of the Willow (Inn where you first find Khelgar), the Chapels, the priest-dude in Fort Locke usually have them for sale in the OC.

no way.
i only know it can make heal-potion in NWN1.
there is also a merchant in highcliff who sale healer's kit+1 in NWN2.
