Prison locked up tight (slight spoilers)

Trying to get into the inner most part of the Curst prison. I have the bone finger key, yet this last door won't open. Is there a different key that I need or something? I've checked all the bodies...

one of the guards furthest down in the second "prison ring" should have dropped a "reminder note." This will unlock the last door.
