I believe it's to list the actual skill points gained from having high INT. The actual rules (I believe) is that each 2 points of INT above 10 grants you +1 skill points to spend when you gain a level, but this is not so in KotOR because the skill list implemented in the game is less the full list from the original rule set.
I noted this and was under the impression that you gained +1 skill points for every 4 INT above 10, but that's a nice table to know I can refer to.
