I have no vial to mix potions (I guess it is supposted to be at upped right side of srceen by inventory etc. icons) So an I ever able to mix potions??

There isn't an actual vial item in the game. You just need to have the correct ingredients to make a potion.
When you meditate, one of the buttons in the upper right corner of the screen should have a vial / potion on it, and that's what you press to go to the potion creation screen. If that's not actually there, then I dunno. I've never heard of that happening before.
