1. As far as I know, just old Coppereyes and Lothar, I want to kill Splinter in the festhall and have heard this can be done, but I don't know how.
The problem with killing Splinter is that he initiates dialogue and teleports you away. He only has 100 hit points, though, so I'm guessing a Power Word Kill should be able to kill him before he can fire off that dialogue.
Creatures don't generally ever heal, either, so you could probably kill him by just doing some damage (backstab, maybe), get teleported, and come back.

Looking at his creature file in Near Infinity. Sigil has no secrets from me. Well, except for the contents of Fall from Grace's diary.Where did you find out he has 100 hit points?
He's also a "Priest-King". I don't think he's exactly lying, but more like a different interpretation of the term. His description of his home doesn't sound like an Upper Plane, it sounds more like an offbeat Prime Material dimension. His use of the term demigod may be along the lines of a Japanese Emperor being considered synonymous with a God.I guess they also messed up (or Splinter is lying) when he says he's a demigod because the lady doesn't allow even demigods in Sigil.
An alternative explanation/excuse is that his only reference to himself as a demigod is that he says that he is the "demigod son of Isahar and Priest-King of Ur." It's syntactically possible that he doesn't mean he is a demigod who is the son of Isahar, it could mean he is the son of the demigod Isahar, which would leave room for himself not being a Power that the Lady would object to, but more of an Aasimar.

I tried power word kill, it didn't work. Though, it did have a peculiar effect. I notice he must walk up to the nameless one to initiate dialogue and whisk him away.
So, I tried to attack him normally. With power word kill, it put a red hostile circle around him. With normal ranged attacks he never even had a red circle.

Just discovered that Splinter is actually marked as "Invulnerable", that's why the spell didn't kill him. There's a few other invulnerable creatures in game. Both Nemelle and Aelwyn in the Clerk's Ward are invulnerable, as is Coaxmetal and the Vault of the 9th World head.
This actually makes Lothar and Coppereyes more vulnerable than they are. Lothar and Coppereyes -can- be hurt, they just have an insane number of hit points (32000).

Well, there would still be no way to kill Lothar normally, since when you attack him, he knocks out the nameless one.
