This is something I've tryed before by giving my wife a hat but she doesn't put it on, so short anser no u can't get ur wife to change her outfit by giving her a new one to my knoledge.
BUT there still might be a way to change her clothes, I'm still lookinng into this but sofar I've hadn't had any luck.
If I figure something out I'll be sure to post it.

Good news and bad news. The good news is I've found an anser with an explanation, the bad news is the anser is it's impossible (for now). here it is .
I don't disagree that changing your spouse's clothing would be nice, but I'll tell you why it's not possible. The character models for NPCs are solid pieces, not character + clothes.
Therefore, they would pretty much need to alter the engine to support the extra models necessary to draw both the characters and their clothes. So definitely not going to happen in a patch or DLC or anything. I don't think it's an oversight so much as a "What is necessary and what isn't?" issue. It was probably thought about or tested at one time, but found that it limited the number of models that could be on screen/etc. Plus, it would use extra processing power for any cloth material/etc, meaning something else would have to go.
