The Craterside Supply opens at around 8am, and closes around sunset. Visit her there.
Spoiler
For caps and a home, and IF you have an explosives of 25+, Talk to the sheriff about Disarming the bomb. Disarming it will net caps, and the House.

IF for some reason you are glitched (in that the Shop never opens), and don't mind a VERY steep Karma hit, instead of Disarming the Bomb, talk to Burke about Rigging the Bomb to detonate. Explosives skill of 25+ needed here, too.

After you rig the detonator, go to the Tenpenny tower and detonate it (WARNING! YOU will miss out on the Strength bobblehead in the Sheriff's house unless you get it beforehand). This gives you a suite in the Tower. ANd a STEEP decline into evil, but....

Moira Brown Survives as a Ghoul. A few days after the explosion radiates the area around Megaton, she shows up in Underworld (Museum of History in the Mall area). Still a storekeep? Don't know, but she still does the Wasteland Survival Guide.

And giving about 200 or so Purified Waters to the Beggar outside the Tower will erase any bad (or even Neutral) karma.
Spoiler tag in use.

Time of the day matters in the game, shops open late morning and naturally close come evening. You can dwadle in a shop late into the night and they don't seem to chase you out tho... :)

Weapons, you scavange from the various ruined buildings or from a dead opponent. There's really little you can get elsewhere. You can purchase weapons, but unless you really want it, looking around carefully a little bit more usually nets you what you want; or better.

Early survival can be tough, so stay near safe places and keep to friendly company. Run from though fights you do not expect to win and pick on the weaker creatures to gain experience, and eventually, level. Completing quests also grant experience, and some early quests obtainable from Megaton itself, should give quite abit as you slowly venture further from the town.

Resting for 1 hour restores you to full hit points, allowing you to engage in more combat. Anywhere you can find a bed (unless it already belongs to someone else) should suffice; it doesn't have to be a proper room. So retreat far enough and rest up in a safer location.
