I've never found a use for them. Maybe they're just supposed to be reminders of the earlier two Fallout games.

Sir Edmund: "Should you obey the lord who asks you to put a village of innocents to the torch? Is that chivalrous? Is it noble?"
Me: "It's a great way to get promoted, I know that much."

I was wondering the same thing myself for months, always keeping one in my inventory in case I ever found a door or container that required it to open. Your question finally inspired me take a look in the geck, and sadly no, they aren't actually used for anything. So you can toss 'em, sell 'em, or keep 'em as souvenirs as you see fit.
Can the answer to this question be "No"?

NO door will open, yet the Metro security Protectrons, should you activate them, will allow you to pass as if you were an employee. As in they won't attack you.
The Metro tickets you find do a similar job, but the protectron takes those from you when you get close to them, even if you don't talk to them.
ALso note: There are three lines, and three types of keycards....

You're meaning the Red Pass and Blue Pass? I wondered what they were for too.
I read in Xbox magazine that they don't do anything but are a nod to Doom. I've not played Doom, or the earlier fallouts if what other people say is right, so I can't verify but it's answer enough for me to stick them in the desk in my room and never bother with them anymore.
