Well at least in the xbox version of this game that bug is fixed, so its back to being another worthless quest item. But there are at least 2 other items to my knowledge that restore health with a constant effect enchant. 1st being the amulet worn by the leader of the mages guild, and the 2nd in the GotY edition in Mournhold worn by the king himself is his personal ring, but then again they only restore less than a few points of health.
