for hairstyle go to a town eg bowerstone or oakvale and look for the barber shop (red and white pole) click talk then buy.
for tattoo talk to traders untill you find one that is a tattoo artist.
For both of these you need to find a card with the right style of haircut or tattoo you want. You might find them by searching in items around town or in the wilds.
