I'm playing the Pitt DLC on 360, and here's the situation (spoiler):

I just won my last match in the arena and I have two quest markers, one to retrieve my equipment and one to talk to Ashur. The one where my equipment is supposed to be points to a furnace in the mill but there's nothing there. If I go see Ashur, I can't activate him to initiate any dialog (I get a clicking sound like he's not activatable).
Anyway, is this a known bug, and if so, does anybody know what conditions trigger it? Are there particular actions to avoid while doing the quest up to that point, or any inventory items that would interfere? I've tried the usual generic workarounds (fast travel away from the cell, waiting, sleeping, etc.) and nothing worked, so I'm resigned to reloading a saved game, but when I do, I want to avoid repeating whatever triggered the bug in the first place.
Can the answer to this question be "No"?

It's not actually a bug. It's just a little confusing. The map marker pointing to your equipment is actually pointing to the entrance of the arena, which is underground. If you return there, you'll find a locker with your equipment. You're probably not allowed to continue the quest until you do this.

Found the footlocker with my gear, thanks! Unfortunately, it still didn't move the quest along, and Ashur still wouldn't give me any dialog. In my frustration I killed everybody in Haven, and lo and behold I got a quest update to report back to Midea. Easier said than done with every Raider in the Pitt chasing me, but I was eventually able to complete the quest.
Can the answer to this question be "No"?
