Dukov and Black widow perk

My character has the black widow perk and i wanted to use it to get the key from him, but there's no black widow option there to use. What is going on?

if you have the black widow perk and it doesnt work then you probably just cant use it on that charecter, becuase you cant use that perk on every charecter/dialogue

IIRC, under normal circumstances, you should have an option to use the black widow perk on Dukov.

He just uses women, so it probably has no real effect on them. He would probably be a Lady Killer...
