I was wondering, on Nar Shaddaa can you only get a power cell for the speeder in the refugee sector from the Ithorian at the docks? or is there another place you can get one

IIRC the Ithorian is your only source for the power cell.

Yes, you can get the power cell only from the ithorian. And you can repair the airspeeder only BEFORE taking on the Red Eclipse and the Exchange. After the return from Goto's Yacht, the airspeeder is sabotaged and can't be repaired, so if you want to fix it, you have to do it before triggering the central plots of Nar Shaddaa.
