I searched the forum for how to get max luck increase, and the consensus seems to be + 5.

+1 from perk
+2 from New California Republic Zeta scan
and +1/+2 from New San fransisco zeta scan.

however, i am only able to get one Zeta scan, either from NSF OR NCR. If i do SF first, the Enlightened One in NCR offers no dialouge at all, and if i do NCR first i dont get option for a second Zeta scan in NSF. I have CHA of 5 (4 + shades) and 100++ Speech skill.

Please Help!

You're only supposed to get one of those scans. You got one, now you can't get the other.
