MODs and Hosting???

I plan to make a huge mod in NWN about Majormud Realm of Legends. I was looking at DS and notice it comes out sooner and it has an editor thought about buying it and making it there, to have something to do until NWN comes out. I was wondering though if i can host my own world and create it from scratch and have more than 30 people in it???Is this possible any input would be helpful thanks.
