Is it possible to have a rare circlet that has both (for example) Arch-Angel's AND Charged (+2 sorc skills & +2 lightning skills) prefixes? They are both under different sections in the Arreat Summit database, yet I've never seen one yet.

Apparently rare items can only have one of each type of magic prefix or suffix.
So you shouldn't be able to get for example a rare with 23% enhanced damage AND 34% enhanced damage. This is apparently but today I've seen two rares, which only did 2 things and that seemed rather dubious.
You'll notice that I said shouldn't and not yes or no...

Legitimately I'd have to say no, I don't think it's possible for any item to have those sort of prefixes/sufixes. Use hacked, duped or otherwise cheat items & you'd probably be able to. I don't use them so can't help you there, sorry.
