i was woundering in their is a max skill level you can have?

No, not really, but it is obviously limited by the items you can find. Except for a few uniques and runewords, you don't find items with more than +2 all skills or +3 to one skill tree, and there are never more than +1 to one skill tree on Grand charms. You can only have one Anni, which is +1 to skills.

I'm not sure if you meant this, but you can assign up to a maximum of 20 skill points in to any skill. Any points that come in addition to that must be, as C Elegans stated, increased by using items.

I've heard of glitches creating items that granted unholy bonuses to skill levels so high, that a paladin with holy fire or Barbarian with warcry entering the portal to the cow level would kill every monster in map.

@Deadalready: Back in 1.08 or 1.09, you could get some strange effects by having many +skills, but I haven't heard of any such bugs in 1.10. A high lvl Tesladin with many +skills from items and charms has a similar effect though
