decrepify says that it gives you amplfied damage, is that the same amount as the skill amplfiy damage?
Also in a summoning build which curse is best to use

First off, Decripify is -50% set to Speed, Damage, and physical Resistance of a creature. Amplify damage is +100% damage against the cursed creature. Either one is rather balanced in it's own way, but I'd say go with Decripify and then get as many skeleton masteries and summon skeletons as possible.

Amplify Damage doesn't double damage at all. Sure, the description says it, but most descriptions in the game are wrong anyway. Amplify Damage removes 100% of a monster's Physical Resistance. In Normal and Nightmare mode, this will put a monster's resistance to -100%, effectively doubling your physical damage. In Hell mode, this curse lowers a monster's physical resistance to -50% (global 50% PR in Hell), or to another value if the monster is naturally physical resistant (like Ghosts) or has the Stone Skin mod. If a boss monster with natural physical resistance has the Stone Skin mod, it's immunity can not be broken by amplify damage (called an unbreakable physical immune).

I can't say for sure what curse would be good with a summoner build, as I don't have a summoner build on my necro... But personally I use the life tap curse, since I've given my necro a lot of strenght and such, so he now wields a *nice* maul... using life tap, I get back about 50 hps per hit! (he's in Act 2)

As others have pointed out, a Summoner has good use for almost all the curses, but you can start out with putting one point each in Amplify damage, Dim vision and Decrepify plus prerequisites. Most Summoners I've seen in PvM use 1 point in each curse.
