Ive been hunting for Item Sets. i noticed that most item sets are labelled "random" to find. Does the percentage % of finding these item sets increase when you move on to higher lvl of game play?

I've actually found that by the time I got to Elite, my chances of finding unique and set items increased! Most of my characters have complete item sets equipped but others still need a few items here and there.
