I read the other thread, and it didn't help much on understanding the basis of the build since most of it was disputing which points to put where lol, so what kind of equip. would be best for this char? Not just the best stuff like COH but maybe the average armor and weps. Is thunderstroke better for a javzon rather then titans?

Okay, I did some research and came up with this build.
Passive and Magic Skills
1 - Inner Sight
1 - Slow Missiles
1 - Decoy
1 - Dodge
1 - avoid
1 - evade
1 - crit strike
1 - penetrate
5 - pierce
20 - Valkarie(2cd to max)*
Javelin and Spear Skills
1 - Jab
1 - Power Strike
1 - Poison Jav
1 - Lightning Bolt
1 - Plague Jav
20 - Charged strike (3rd to max)*
20 - Lightning Strike (4th to max)*
20 - Lightning Fury (1st to max)*
I plan on using t-stroke for a wep, and tiamats rebuke sckted with a p diamond for resist, and light. dmg. I got a pair of dracs grasp last night which i'll use, and probably sandstorms for boots. Molt or elegans does this look about right to you guys?

Lightning Strike will overtake Lightning Fury easily point for point so max Lightning Strike first (uses less mana too), then go max Fury and leave Valkery last. At the end of the day Fury does nowhere near enough damage as any of the other skills; Maxing Fury is majorly for the synergies it gives, though it has uses in certain situations.
I've tried this build and the damage it can deal is insane, killing everything on screen with about three attacks is easily achievable, this is with players 8 on as well. Valkery is quite pointless compared to the raw power of the builds multiple lightning hits, it may be useful in nightmare to tank but unless it's lightning immune nothing really stands long enough to pose a threat.
Go with 5 points in Charge, 10 points in both Lightning Strike and Fury but then max Lightning Strike first, Fury second, Charged third and if you really must Valkery last.

Wearing the Amazon Shael+Thul+Amn armour is an easy to achieve and that should do very well until better(?) armour is found. I'd like to point out that peace actually recasts a level 15 Valkery so often that it really doesn't make sense to add points to Valkery.

Ya I agree totally about the order, I found it on theamazonbasin.com and was posting it to see if those were the right skills/syns. So far, it's an awesome build lol, im lvl 77, heres the gear im using right now.
Helm: Tals helm (strictly for the mana and life leech)
Armor: Silks (Until I can afford fort)
Gloves: Dracs Grasp- Amazing life leech lol, I hardly ever have to chug a heal pot.
Belt:Verdungos
2 x Raven frosts for rings.
Sandstorms for boots
Eye of the etlich
Titans and spirit shield for pvm
Thunderstroke and tiamats rebuke sckted with a p diamond for pvp
It's such a strong build, I took your advice and skipped out on the vulk pretty much, I only dropped about 2 points in it, then my + to skills covers the rest.

I disagree with DA on the order of skills to max, an early boost in Lightning Fury will make NM and early Hell a breeze. If you know how to use it, it can annihilate a whole screen with one javelin. LS is a powerful skill, but it suffers too much from the Next Delay bug to do decent damage to packed up monsters.
The author of the guide advocates maxing Valk 2nd most likely because he played this build no-twink, eg using only what he found. A strong tank is a conditio sine qua non for untwinked play
