Secondary quest doesn't work?
I am not sure what the problem is, you aren't being clear enough. That's part of Lelani's Sorrow quest and you give that to soldier Kiernan at the Snowbrook Haven Courtyard for the Morden Head on a Pike which then moves the quest further on.
Is that not working? If you meant that the statuette is the final item that finishes the quest the answer is no, you have to pretty much finish all three acts to get to the final item.
