how / where to get -recharge

Im wordering how i can get -%recharge items.

im playing a storm mage (with all lightning skills to do damage) but the skills take a freaking ling time to recharge. I nog have a staff with -10% recharge, but in need more items. I just defeated the first telkine.

Most of the items with good - recharge mods are legendary so you won't see the best of them until legendary

that long? whow. I think i'll respec into an oracle then with that overpowered staff skill...
