Is there some place where I can get a little more info on these two skills? What exactly is the "shockwave"? Does it do AOE damage?
And for penetrate, does this mean it can hit multiple targets? And if so, does the % chance of penetration apply to each target it hits, so that it can keep going and potentially hit everyone on screen?
Does anyone recommend either of these skills?

Shockwave causes indeed an area (=>circle) of effect/damage.
The more skill points on shockwave the stronger it is and the closer the enemy may be to (still) cause a shockwave.
This is a very useful skill, specially against a group of monsters, but also against a single one because if the monster is moving during the shockwave is expanding the single monster will suffer shockwave damage too.
Pentetrate will pass trough monsters with a certain chance - as long as they are standing in a line, one monster behind the other (so the arrow only flies straight on ).
Thus this skill has only effect for this special case resp. this special row-like formation of monsters. Penetrate doesn't need any minimum range to have effect and a penetrating arrow will carry on shockwave and critical hit effect/damage.
So initally put maybe 1 skill point on shockwave and 1 or 2 skill points on penatrate, when try to reach 4 or 6 skill points on shockwave to lower the required minimum range - actually skill points on 'Far Shot' will also help to see more shockwaves, the more skill points on Far Shot the longer the period will be for the arrow to cause a shockwave, however practically Far Shot and also Shockwave won't help a lot in tight rooms/dongeons or if you encounter monsters able to beam next to you.
Some few skill points on every skill are generally not bad, you get a high benefit related on the number of invested skill points, also you can learn more aout them when playing to make up your decision to invest more in a skill. Also keep in mind that some active powers just will require any minimum number of skill points (without items) in some skills.

Thanks very much! For now I've decided to go with 1 pt. in Penetrate so I could get the next level of Take Aim, and 4 pts. in Shockwave so I can get Charged Shot. Penetrate seems fairly useless beyond the 1 pt. for the power, because of the requirement that enemies be in a line. Shockwave seems fairly handy, although maybe 4 pts. is about all I need to make it worthwhile.
