I noticed that most attack spells tend to do low damage in higher levels. So I was wondering, is it better to rely on the staff's offensive magic or your own. Or boths?
I would like to build a spellcaster. One which doesn't rely on melee or bows at all.

Well if you dont wanna do meele then dont, simple answer.
But heres a bit more eloberate one. I have tried to make one that I find quite deadly indeed. I chose stormsumoning to start with and pumped up stormnibus as fast as possible, its a teir 1 skill so you can get it to 12 quite fast, add to that a staff that give good ranged damage and you wipe most mob's of the ground quit easly.
I am heading in the direction of going after Chain Lightning and also some Iceshards.
As my second mastery I have chosen Spirit. On the 2nd teir(not totally sure here if its 2nd or 3rd) I chose the skill that will allow youre staff to fire 3 bursts instead of the normal one, the only drawback is that it drains you energy quite fast. So be sure to have a decent energy regen rate.
Be sure to pump out the 3 shooter aswell, because at first it does a meager -75% of normal damage, at max that is reduced to -20%, I have seen others claim it gives +5% but I am using IT(the expansion) and havent seen that to be true, I could be wrong ofcourse. I will also take the assosiated skill to the three shoot skill.
With this build the only problem I have had is the boss fights, but I have lasted a lot longer than most of my meelle oriented builds. I hope you find this info some what helpfull.

2- You didn't pick "squall". I've been reading everywhere that is an "uber" skill. I would like to know your opinion about it.

Squall is great a lower game points, but after a while it merely just becomes backup. Plus it has a bit too long of a recharge before you can use it again. Though if you get magical items that allow you to use it every second or so, then it really would be quite a skill.

Max squall and Max Obscured visibility is one of the strenghts of storm period. Almost every build with storm could benefit. It is mainly a debuff at high levels as the damage won't outright kill in legendary as Siberys says. However it reduces aim (archers only), the damage they do (all enemies), and reduces resistances weakening them. Extra lightning damage it does is icing on the cake.
Chain lightning is kinda a problem since it has a long cooldown. But with - recharge gear it is pretty good I hear because it stuns and damages.
