Whats the purpose of cast speed?
What does it do?
Attack speed and movement are important.
Every time i get an item that improves one of this two, i can see the diferences, but with cast speed i can´t.
Using several diferent type of characters, (Magician with staff, warrior with sword or etc...), and for instance raising 70% of cast speed, i can´t see a diference in none.
Is it for the recharge time?
But even there i can´t see no changes.

Cast speed doesn't decrease the time it takes to recharge spells and skills, and you won't see a difference in the speed if you are using a spell that has a recharge time. Casting speed isn't really that effective unless you're using spells from the storm or earth mastery, otherwise you're not gonna see much.

So, cast speed reduces the duration time of the spell, ok.
What about inteligence points, do they realy matter?
For instance if i am building a magical character, should i put points in inteligence or can i instead put the points in strenght and dex. ,without no difference?
In the game it says that improves elemental damage, how much?
And does it do anything else?

That's not what I said. It does nothing with the duration of a spell.
Say you have a 100 casting speed and you're using a spell that has no regeneration time. That means you can cast that spell once every second. Examples of spells would be Ice Shards or Flame Surge. Now if you have say a 150 casting speed, you can cast the same spell twice in one and a half seconds, and a 200 casting speed would be twice in 1 second.
Points in intelligence doesn't increase casting speed, but it does increase elemental damage from Lighting, Ice, and Flame spells.

flyinkat, intelligence really matters for the caster. You can take a look in a different topic on this forum, about how much damage the different characters do. If you search for my post in that topic, you will see my caster with really high intelligence and a staff as weapon. He has got fairly high Dps....
