Lost Aman'lu Commander?

I'm in DSII-BW 82 level Elite. After the wife gets escorted off to jail in the Servant's Haunt 2. I need to confront her brother, the Aman'lu Commander and kick his tail. In the Great Hall where he normally stands there is nothing. The compass map shows a star where he should be, like I'm supposed to find him. Anyone have anything like this happen? Wouldn't bother me except this quest gives skill points. If I reinstall the whole game then add my character game save file will it fix it, or am I just trying to push rope? I kind of did want to finish the game and don't want to start from scratch. At least not for a couple of years. Thanks for any info.
