completet bonus on artifacts

Hallo

My question is when you complete an artifact, you get a completet bonus, is this bonus always the same on the same artifact?

for example i have a tongue of flame artifact it gave 450 hp in completet bonus, if i complete another tongue of flame will it always give 450 hp or can it give something else?

A little side question, i am playing a conqueror at lvl 57 and was wondering what the best artifact is, if we are talking dps?
I am using blood of ares, anyone now an artifact that is better?

It's random in what it gives, so it could be an HP bonus, or it could give something else.

Tyrants Fist should give you more damage.
