I can't go past the Athens dock. Looking at the walk through, it appears that Feiyan isn't there and she stayed in the cave or something.
Is this a known bug or do I just have to start over?

It's a known bug. Best thing you can do is update your game, and if you can, re-challenge the Telkine. If you were locked out, then you might need to delete a couple of quest files to take you back to right before the Telkine (usually your Rebirth Fountain in the Minoan Labyrinth).
To do this, go to My Documents >>> My Games >>> Titan Quest >>> Save Data >>> Main >>> Your stuck characters folder >>> a folder starting with "Levels_World_" >>> Normal.
Now, what you need to do here is go to the "View" menu at the top (Next to file and edit), on the second category you'll see a few options (List, Icons, Details, etc), click Details. Go over to the screen with all the files, and you'll see four blocks that'll say "Name, Size, Type, Date Modified." Click directly on date modified.
The box you clicked on will change, usually it'll add an Up facing arrow to the right. This simply means that it's starting with the oldest modified file going down to the newest meaning you'll need to scroll down.
Here's what you do. There should be three files at the bottom with readable names, and then above that a bunch of random files with numbers and letters strewn together on them. The first three files, ignore them. Completely delete the first three files with letters and numbers strewn across.
After that, go back in to TQ, make sure it's updated, and try the quest again.
