It drops mostly at a random base. It depends on where you are, the higher act/difficulty you're in and the higher level you're at affects your drop rates.

Oh, and make sure you're using the latest patch. Some runewords don't work with earlier patches, so best to be safe by having the latest.

You can't use vex until level 55. It's also very hard to find. The easiest way is probably to take a lot of characters up to the hellforge on hell difficulty and cube all the runes you find to higher runes. On average you need to bring 11 characters to the hell difficulty hellforge to find enough runes to make one vex rune. So for you this is probably very far away.

Welcome to the forums, Tolans2003! I removed one of your post because it contained a link to a site selling duped runes and duped items for real money, which is an illegal activity.

Since you don't play online, perhaps you are not aware that for online play on Battlenet, there is a vast "market" for the high runes and high end items. People dupe runes and items and trade them, even for real money. These illegal activities are now allowed here at the Gamebanshee forums either. Please read the forum rules
Site Features @ GameBanshee
where you find that "Advocating illegal activities, including software piracy or other intellectual property violations." is not allowed.

Now on to your question. Heart of the Oak, often abbreviated "Hoto", is a nice runeword very commonly used by caster characters. As already pointed out, the highest rune, Vex, is quite difficult to find. Your best chance of obtaining a Vex rune is from the Hellforge at Hell difficulty. The Hellforge at Hell has an equal chance to drop any rune between Hel and Gul, and 2 Guls can be cubed into a Vex.

Rune drops, like all item drops from monsters, are dependent on the level of the monster, which in turn is dependent on the level of the area you are in. All monsters have treasure classes, TC, that decide what the monster can drop.

For instance, Tal Rasha's tombs in the end of Act 2, are lvl 17 on normal, lvl 49 on Nightmare and lvl 80 at Hell. Most monsters have the same level as the area where they are. Champions have area lvl +2, unique monsters have area lvl +3 and Act bosses like Andariel or superuniques like The Countress have their own lvls and drop classes.

Gambling, crafting and shopping items from vendors in the game, is however dependent on your characters level.

@No problem, enjoy the game :)
It's almost impossible to find the high runes. Playing in single player locally, your best chance to find a Vex is to do the Hellforge quest at Hell difficulty with different characters (you can only do in once per charcter and difficulty level) until you get 2 Guls, and then use a muling application like Atma to collect your items at one character and cube a Vex using the Horadric cube. However, the game is very much enjoyable also without the uber items!

Ok

Ok so i cant say farm for runes in hell on hell difficulty more than 1ce?

Also was wondering if there was something to tell the newest rune conversions ie how to make a vex. I dont have diablo on line atm cause the comps we have online r all vista and its to laggy. I just wanna know if i can farm whatever runes to make vex itself? U said u can only do hell 1ce per char per difficulty. So that makes me wonder if its even worth it to farm for the good items im not planning to cheat i wanna work for it. I just wanna have a shot at getting the runes i need heh. I saw the 1.10 conversions is it the same for 1.12

The hellforge is not the only place where you find runes, they can also drop from monsters when you kill them. The problem is that for runes that is as high as vex that is very unlikely. One could drop the first time you make it through hell, but more likely is that you will play for years without finding one.

I think it would be wise of you to not concern yourself with the higher runes at the moment. look at the equipment you have found, and expect more of the same.

The cube recipes still work, but its impossible to make a vex from very low runes, because of the large amount you would need.
