I am in chptr 2.
I have all the sephirots except 1.
I know that Declan Lu has the last one but I am not getting the conversation needed to buy it from him.
Does anyone know what I might have missed or forgot?
I am told to install them all in one shot so I am stuck.
Cant get into tower!

Are you sure you're missing the Tipperath? And Raymond has already given you Keth'aar? Sometimes the quest log will only count you as having 9 if you don't get Keth'aar as the final one.
