Im stuck- I am doing the Stoerrebrant line of For a Handful of Ducats- I have
joined Reginald on the trip through Wagoners Home, I have arrived( by sneaking) at the place that you show on the walkthrough as the vantage point #14 but my map has the vantage point at #13 and I cannot get to it.
there are wagons blocking all the entrances to that point and I cannot see a
way down from my place. What have I done wrong? Is there a way down or
a way to it that I can't seem to see? I have waited to see if they will show up
and start talking but all I get is the yoyos on the wall and they are getting
boring.

You have to go from #12 to #13 to #14 (otherwise, as you've noticed, nothing will happen when you get to #14). The quest page in the walkthrough shows the route for this.
