Spells and Talents bar

So, over every talent or spell group there is a bar which "fils" every time that you pick a spell or a talent for each group...does that mean, , that they become progressively more potent every time you pick a spell or talent from the group? As a mage should I specialise in a school of magic to make the most out of it?

I think it is just to illustrate how much you've specialized in that area. Haven't seen any effect from it otherwise.
