Here I am casting a simple armor spell and the Cowled Wizards teleport in and start hassling me. I try to contain my spell casting so it is not done out of doors.
I come across a slaving operation in the slums, while trying to fight for my life against the doorman I forgot and accidentally cast a Blurr Spell. Those Cowled Wizards port in and take me aside and read me my rights. I promise no more casting of spells, they return my spellbook and let me off with another warning. They dont even care about the person who is dead at my feet.
A couple of weeks later, I am investigating a beholder cult right under the temple district. I go to the Cowled Wizards to try to get a hand from them, and they just lecture me about inappropriate spell use. But for a simple donation of 5,000 gold they will overlook my spell use and I can do just about anything I want.
I guess the 3 liches I encountered within the city limits paid their 5,000 gold.
I encountered an insane cleric of Cyric making people convert or die... all clerical magic is ok... hmm... bizaare city.
I did some investigating for the city guards and found a tanner making people into clothes... I get a nice reward for that, and the townspeople start liking me. I am on my way to the government when I make a wrong turn, and have to resort to magic to defend myself. Those darn Cowled Wizards would not accept the fact that I was on my way to pay the 5,000 gold.
The town does not seem to care about the coven of vampires residing in their graveyard, but if I cast a protection from evil spell... I am in SERIOUS trouble.

You can cast spells indoors without being detected. The same goes for alleyways (when you get waylaid by enemies). The three liches are by all means dead and hidden, not to mention extremely powerful spellcasters.
Priest spells are okay because they are divine and come from one's deity. The spells that mages use are different however and are counted as arcane magic.
There is only one faction that cares about the vampires in the Graveyard District. Also, you can use your magic there without getting into trouble.

I'm more intrigued as to how Irenicus managed to set up a major magical lair, replete with laboratories, cloning facilities, a dungeon capable of holding multiple mid-level adventurers prisoner, living quarters for several duergar groups, etc etc. with what is apparently the sole entrance/exit leading right out to the middle of pretty much the major trading area in the so-called 'city of coin', all apparently without magic (the Cowled Wizzies arrest both him and Immy for illegal spellcasting after all) or without anyone noticing (all the NPCs in Waukeen's Promenade seem shocked that there's an evil wizard living right next door to their shops), which rules out plain old manual labor.
I mean, screw remote volcano fortresses shaped like your own giant head, that's impressive, even without a hostile and really powerful guild of thieves on your case.

Speaking of strange, there's something bothering me since the first time I reached act 3. Like, why do you have to work for an evil guild in order to reach Spellhold? Why can't you just let yourself get arrested and dragged there? You can't, right, because those EF Cowled Wizzards are prone to aresst mad villains and cute female wizards, but when it come to <Charname> things get personal. Why do they hate <Charname> so much?
