Patching in Windows 7

I played the game for about 5 minutes, then went looking for patches I knew I would need.

Downloaded the patches, #1, and #2, and Moebius's fix. Read I dont need #1 so wont use it.

Tried patching with #2, and gives me a message: "Cannot locate TOEE, ANY, on your computer". Tried patching with #1, same message.

I think what I did next was uninstall game, and reinstalling, because I found an off-the-wall post somewhere talking about this same problem.

Now the game starts up but crashes to the desktop, which is another problem some people are having as well.

So obviously the game really needs those patches, but my computer cant find em.

So how do I patch this game, using the patches (that my computer cant find)?

EDIT: First thing I try is running game compatible with "Windows XP SP3"

EDIT: Patches I downloaded are for the USA, where I am located.

I have zero experience running this game on anything other than XP, but it wouldn't surprise me if either the game or the patches need special tinkering to work with Win7. I'd go to the forum at http://www.co8.org and ask there. They are very technically savvy and helpful. They have more up-to-date experience with all this as well.
