I finally got to tel Fyr and I am supposed to levitate up but from which room>? they all have ceilings.
It was quite some time since i played Morrowind, so i won't be able to tell you where exactly are the shafts in Tel Fyr.. Just keep looking up, and you will find them. Note, that some Telvani towers have no shafts on ground level, which means that you have to go up a level first.
