Fun with Pestilence. Please Help!!!

I cant seem to do this quest. I went to Damsel - before meeting with Strauss - found Tin-can, killed Nahnker(he doesnt drop a flyer). Now my Journal is telling me to go see Paul, but the elevator button isnt working.

Is it a bug? Please help!!!! Thankyou!

In my experience the Downtown apartments is one of the buggiest parts of the game. You can try a few things:

1. Save the game then reload and try again.

2. You can get into the ventilation system from a room in the basement and then climb up to access the various apartments.

3. If you have the console enabled you can use "noclip" to fly up to the apartment room you want, bypassing the buggy elevator.

The locked elevator in the Skyline Apartments is part of the storyline, not a bug. It'll eventually unlock, but not when you first get downtown. Sorry, I'm not going to spoil any more than that.
