I realize the game is not linear, but is it possible to work one area (Balmora for example) before having to move on or cross the entire continent? None of the walkthroughs or the official guide really give any direction on where to go or do to reach the recommended level 4 before starting the main quest with the guy in Balmora (who gave me 200g and told me to "grow up a bit" so he wouldn't have to worry about me"..lol)

With all the guild and family quests, + all the side quests taking you across the continent, no, it is not possible to do that ;) You'll be coming back to many places, many times

You'll be going backwards and forwards all over the place. Your best bet is to keep stocked up on all forms of teleportation scrolls/spells and to make sure you've got money handy for the silt strider.

Teleportation...haven't seen any of those. I miss the Oblivion fast travel.

Spoilers on moving around :
Spoiler
Most coast cities have boats
Most west side cities have striders
All mage guilds can teleport you in between them
There are spells : First one "Recall" teleports you to the place you've used "Mark" spell the last time
Second one "Divine Intervention" teleports you to the closest shrine of Imperial Cult
