A couple of questions..
1. Are soul gems reuseable once you use them to charge a weapon?
2. Is there a way to control what you put into a certain gem? For example, if I have one of the high capacity ones, I certainly don't want to waste it on a rat if that's all I have left (I've enchanted a sword with soul trap x 15sec and drain health 7ptx3sec).
3. What is the criteria (cutoff) for each level soul gem (i.e. what should I be targeting to fill a particular soul gem)?
On a side note, if I have an enchanted weapon (such as the sword above) and it has 300pts of magic on it, will it recharge itself over time with that magicka regeneration mod (it appears it is, but I could be imagining that).

2. The game will put the creature into the smallest available soul gem that the creature fits into. If you only have Grand Soul Gems and you don't want to put a rat's soul in there, then don't use the soul trap spell on it (same goes for weapons with soul trap enchantment).

Unlike in Oblivion, weapons with a magic charge on them will recharge over time. The speed with which they recharge depends on your enchant skill and the size of the charge.

The folk above have answered the question pretty well, there are only two ways of knowing the strength of a creature's soul; by looking in the construction set and making a list, or experience/observation.
Drain health is virtually useless by the way unless it takes the critter down within the casting time the enemy will regain all health it lost to the effect instantly when the duration expires. Far better to use Absorb Health, although watch out for Dremora and the like if you have the Code patch running.
