getting sick of all the awesome, yet expensive programs. i am adjusting to gimp from photoshop.

Flash is free though, I don't really see your point. I tried one open-source flash substitute on Linux (forgot the name), but instantly regretted it. It didn't run well and it was very difficult to uninstall flash from firefox.

Given that you refer to being sick of the expense of commercial/closed-source applications, I can only assume that what you're looking for is a program that allows for Flash creation/authorship, given that the Flash player itself is free. Gnash, like 'swfdec', is only a Flash player, and can't be used to create content.
Now I'm no expert by any means, but I do believe that both OpenOffice.org (specifically the 'Impress' package), and Inkscape both have the capability to export to the Flash file format.

gimp is good... I use paint.net It requires dot net support, but you're okay with version 2 of that.

Do you mean the flash player to play dynamic content on websites or do you mean a flash making tool like Flash professional?
If it's the first; that's free to use and you can just download it from adobe.com.
If it;s the latter: there are some programs which can make flash. Also open source.
