Can you still dodge if you have a shield, or is it just one or the other?

Basically it's possible, that DV is higher than PA, but usually not. Since it will only use the higher value. Try my mod, which gives a slight boost to dodge so you can do offensive fighter who relays on DV and high AT.
Though, you can only dodge some special attacks, like ogre's Sweeping Attack even if you are wielding a shield. And if you are not wielding shield, then you also have to dodge ranged attacks.
