Magic & Tech armor and swords?

Can a tech still use magic armor and/or swords? Does the magic heal by Virgil wear off or has less function when you are 100% tech?

The more Tech you are, the less benefit you get from magic items. Look at the % in the magic item description to see how much benefit you still get. 0% means you only get the base benefit, i.e. base damage, base armour class, etc. The manual, which you undoubtly read, states that Tech Aptitude acts as Magic Resistance.
On the other hand, the more Magic inclined you are, the higher the Critical Failure chance of using Tech items becomes. More complex items get higher failures quicker. They stack across multiple items. It's mentioned in the item description.

To clarify further, when you are strongly tech, even beneficial spells such as Healing will fail most or all of the time. If the spell does make it through your resistance, however, it takes effect at full force.

As a result, when you're wounded Virgil can easily fatigue himself to the point of collapse by casting Healing after Healing after Healing, trying to force the spell to go through. The quick fix is to stock him with bandages; but IIRC while he has a supply of those he never tries to heal anyone else by spell instead, even if they have a high MA.
Speak softly, and carry a big stick. Or better yet: a big, sharp blade. :D
